Here in my hometown we have a "code blue" if the temp drps into the single digits the shelter has to let you in even if you have been banned or have been drinking. A number of citys have the same policy and it changes from latitude to latittude. A city like Richmond might be 30 or a city like St. Paul might be below 0.
